NOT a local, however, I'll point out that when you're providing an apparently free service(in the form of roads), usage will tend to be overwhelming.
I don't know about where you live but where I live roads are not free. Motor fuel taxes, tolls, license fees, etc, pay for roads and a lot of money from those sources is siphoned off into whacko ideas like highly subsidized mass tranist.
