Wtf: riding mower help

So, we got this used riding mower that was actually a nice model, cheap. Now I've mowed with it for about one hour and then in a hurry to get in from the rain, I put it on the highest speed and raced for the carport.

The clutch-brake failed to slow it. I stopped it by turning the key off (faster thinking than that guy in the BMW, eh?) moments before impact (which was moderate and broke some plastic) and now no matter what speed is selected, it runs at top speed. The clutch makes the contact for starting but has no slowing effect. What the HELL?

Hydrostatic, shaft, or belt drive?

Belt-drive riders are notoriously sloppy and prone to wear. New drive belt (sometimes a pain to install and new brake pad should help. There are lots of discussion forums about old tractors and mowers on the webs.
