Back when I was in LE, one of the ways to tamp down prostitution/street walkers/attendant crimes, we would put out female detectives to pretend to be prostitutes. They were watched over and recorded so they didn't initiate any solicitation. The local media gleefully published all of the names of the men who were arrested for solicitation. The purpose was to tamp down demand, thus slowing down some of the violent crimes that occurred as a result of prostitution. Of course, this was when the media was not particularly corrupt and affiliated with the Democrat Party and protecting the "upper crust".
We did have a local prosecutor, and very close friend of mine, who became a judge. He had shut down a house of prostitution in a high class neighborhood, sullying the names of many of the hoi poloi. The hoi poloi waited for an opportune time and set him up and he wound up being run off the bench. That led to his later suicide attempt which failed but really screwed him up physically and mentally, and he died a few short years later. Don't underestimate the power of the wealthy.
