This is just another side effect of the FED playing with interest rates.

The first side effect was the banks couldn't make money on home loan interest so they were forced to go to volume sales (an explicitely stated goal of government)... which backfired terribly.

The second side effect is that deposit money becomes a burden instead of a tool to fund other loans.  Why is why the bank of NY charges for deposits now:

It's not a "side effect," it's the result of Bawnie Fwanks and Chris Dodd's legislation that prevents the banks from charging retail customers for debit card transactions like they used to. 
So, now the banks charge the customers who use the cards.....
It's "unintended consequences" of the fact that the kongresskritters can't think beyond their breakfast fruit-loops....
