Didn't know about the 1970s and 80s effort to do international welfare.

Interestingly enough pretty much all of the environmentalists I respect are against cap-n-trade.  Heck even Grist Mill has numerous contributors who seem to specialize in writing against cap-n-trade.  (e.g. Gar Lipow: Another day, another carbon trading scandal)
