Has he read the writing on the wall, and doesn't want the precedent of a SCOTUS ruling?

Yes, this is just one piece of the whole package.  Voluntary long term disability insurance.

But, as has been mentioned quite often, Obamacare has no severability clause.

Will the whole thing get scuttled during the next budget showdown, to save Obama and the Dems face, and soothe conservative rhetoric in the 2012 elections, rather than have Obama fight an America that passionately hates his plan (as evidenced by 2010 election results)?
