Almost a Makarov, but the trigger guard doesn't look right.

I'm thinking a P-64.

Makarov.  Muzzle under-scallop and sloping trigger guard are the giveaways.

Going by the bore size and the Baikal rollmark on the slide it's an MP654 4.5mm Air pistol.
