Well, and to be clear when I say the President's first submitted budget never goes through, that doesn't mean we don't still get a bloated and crappy one after the CRs are done.

All Presidents kind of shoot for the moon with their first budget proposal of the FY. With Obama vs Congress, it indeed has just about been a comedy sketch. Only I liken it to going to the street vendor in Bangladesh. He asks $10 for the porcelain elephant, knowing he'll be happy with $3. Congress buys it for $9.50.
