I've seen a lot of argument elsewhere that "Skilled white construction workers" will just wind up having to re-build the projects when they're found to be unsafe.
It's been my experience with underprivileged urban minorities who are coming into contact with the working world, perhaps for the first time, is that the majority of them simply disappear after two-three days. The recent upturn in unemployment notwithstanding, by and large, those who are able and willing to work, are already in the workforce.
So IMO, those "Skilled white construction workers" will wind up building these projects (if they ever happen) anyway...
