Unfortunately you don't get an OCP charter, Robocops and ED-209's until your municipal area is leading in BOTH total and per-capita murders.

In that, Chicago still has a way to go.

I suppose congratulations are in order, but in my mind it ought to be tempered by the fact that it took you so long to get there.

Well they had ORGANIZED crime back during the depression era which artificially deflated the statistics, due to properly disposed of bodies, etc.
