Just sort of a spinoff of something I mentioned in another thread, that people took the wrong lesson from the Valentine's Day Massacre.  It's often said that its horrendous shock value ultimately resulted in the National FIrearms Act a couple of years later  (NFA'34).  Instead of the lesson being "Guns cause violence," it should have been that "four bad guys wiped out seven other bad guys."

So I boiled it down to two otherwise identical statements except for the "no" just to see how it worked.

Terry's penology (don't get smart):

A number of 500 acre impervious  compounds scattered around the country.

A modicum of shelters to keep rain off the "residents."

Airdrop in food, water, clothing, booze, handguns, rifles, (full auto OK) ammo, machetes, knives, hatchets, saps, baseball bats, poisons of various kinds, women's lingerie and makeup, KY jelly.

Oh, almost forgot. Not quite enough cigarettes to satisfy the demand.

That ought to do the trick.  Only thing I can't figger is how to render medical assistance if necessary.  Gotta take care of them, of course.
