Az not only doesn't require it, the statute forbids requiring a photo on the CCW. But, it also requires you carry a photo ID whenever the CCW would be relevant.

And in VA there has never been a photo, just a piece of paper that you have to laminate yourself. Proving you are who you are is fine for me when voting, getting a gun permit, getting a job, or using my veteran's benefits. Appeals court is wrong I think.

I had a PA permit for a while.  No Photo required.

I am told that before Calirado's shall-issue laws, a Sheriff could just scribble out a permit on a scrap of paper.

Then it was all codified when the shall-issue law passed.

Even though my carry permit has a photo, you still have to carry a state ID with a photo as well --your driver's license or state ID card if you don't drive.

WHATEVER YOUR DEFINITION OF "INFRINGE " IS, YOU SHOULDN'T BE DOING IT.

This isn't about the permit, it's about the application. A similar situation exists in Pennsylvania: the state law does not require letters of recommendation, but in PA permits (or licenses, more properly for PA) are issued by county sheriffs. Some counties ask for three letters of recommendation. A few of those stipulate that the letters must be from people who reside in the county -- which is obviously a problem for someone who just moved to the country from some other jurisdiction.

It is now. And we now have to appear in person, even to renew, so the sheriff's office can take a new photo and "capture" your signature electronically to put on the license.

I've seen a complete reversal. I used to be able to renew PA by mail, but for another state for which I have a permit I had to appear in person. Now I have to appear in person for PA, but I can renew the other state by mail.

When I got my VA carry permit I was astounded at how simple it would be to make a BETTER on at home with a word processor and a inkjet printer!
I might not last very long or be very effective but I'll be a real pain in the ass for a minute!

My Texas CHL has the same picture on it as my driver's license.  The license is pretty much the same type of plastic card also.  I renewed the CHL online and got my new license in the mail.  I renewed my DL only a couple years ago so the picture was recent.

Just to be clear, the issue is the guy didn't want to have to show his picture ID when submitting his concealed firearm permit application at the courthouse?
