This has been NY State law for at least several years. My father died in 2011, lived in the Syracuse area. All his pistols had to be transferred within 15 days, or else his widow would have faced legal consequences. Fortunately Uncle Bill was a pistol owner and was able to get his pistol permit amended to cover them, or else she'd have had to send them to a gun shop or turn them over to the police.

It's NY. People who don't object to needing a permit just to buy pistols, and having all of their pistols registered with the state, are probably not going to start an uprising over the state enforcing the existing laws.
