They're Jungle Boots.
Well actually they're the new summer boots for ACU's, but pretty much the same as old jungle boots down to the steel shank in the sole. The 3-layer thing refers to the sole having three layers of rubber with varying cushiness. Supposed to make standing in them for longer easier. They come with a Vibram sole so they have better wet/sandy traction then the old boots. I have had a couple of pairs thoughtfully bought for me by your tax dollrs and they're decent boots. Definatly worth $20 or even $50-$80. They last well in most environments, the hard, sharp rocks will break them down though so avoid old lava flows and Afghanistan. The set I'm using right now I've been wearing in the desert, while carrying loads for about 5 months and they're doing OK. I'll probably finish the deployment with them. Figure 6 month everyday/heavy use(hiking with pack/armor/load), one year everyday/light use (just walking), or several years weekend hiking/recreational use.
Sizes seem to be pretty standard on the pairs I've had, although I note that these are factory seconds so they might be a little off.
