A 20 year-old college girl was the only one to apply for the position amidst all the recent beheadings of police and public officials. Hopefully she can find a way to make the town safer without getting killed!

Other articles state she's planning on having a largely female police force. Even without the ongoing violence, I'm wondering how well such a force would work amidst the culture of machismo.

Pretty much.  The cartels would love someone focused on just "prevention" and "youth events".  Keeps a competent person from taking the job.

In a city awash in violent crime, I don't see how unarmed female police could NOT be ignored - even John Q. Public   Juan Q. Público wouldn't take them seriously.
