No. Too much opportunity to do harm to patients. And they would, too. These are remorseless, violent thugs who would probably think it was funny.
A simple contaminated object can kill, so can a syringe of whatever might be around. Plus they'd steal drugs. The doctors, nurses and orderlies have ENOUGH to do in an ER, their attention is on the patients, they can't be watching what a street thug is doing. There's always crash carts full of stealable things around the ER.
The most I'd make them do would be incinerator duty for the biohazard waste.
