I'm going to revise my previously usual retort about folks calling relatives/friends rather than 911.  Dad's response time was "moments".  What is the average response time for the NOEPD?

I've had that happen on a prowler call: (me, arriving armed) "Didja call the cops?" Them, "No..." Me: CALL THEM!"
By the time they arrived I was holding a drunk female for them. They took her and I went home after telling my neighbor to call the cops THEN me next time!
