No. If they wanted that, they could have required a super-majority, or unanimity, to pass a bill. Of course, they didn't want it to be too easy, either.

No. They didn't believe that every law would automatically infringe on our rights.

Sort of. The Constitution does describe a limited government, but it was adopted with a view to creating a stronger govt. than what obtained under the Articles.
