For feds, more get 6-figure salaries

Now, this article had some data on the increase in higher paid federal workers.  This quote stuck out to me:

The highest-paid federal employees are doing best of all on salary increases. Defense Department civilian employees earning $150,000 or more increased from 1,868 in December 2007 to 10,100 in June 2009, the most recent figure available.

I guess this fits with some of the other federal govt job expansion, but I am curious if this is due to an increase in pay of existing workers or did the Pentagon actually add several thousand $150K new hires?  I thought some of you on here might know the answer.  

The article on the shrinking middle class has some interesting facts, but seems to largely ignore that this data might be greatly affected by the recession and financial disasters over the last couple years.
