Every once & a while, I think a "legislator and bureaucrat lottery" is the answer.  It would be conscription, but for a term or two in office.  I doubt any incompetents' damage would be worse than the very competent career pols.

Robert Kagan's lecture on ancient Greece reminded me of my notion and demonstrated an example of it working over time.

Rumor is that there are SEIU backed folks being added to ballots as "tea party" candidates in numerous jurisdictions.  The idea being to rob votes.  Turnaround is a female dog, no?
