I say yes if there's even a tenuous connection to another country's views or policies. That is, say a hypothetical country, let's call it Hexico, wanted US policies to be more favorable to them they would induce their citizens to vote in such a way that that happens I would say that that is sabotage and counts as fifth column behavior. Even though the countries are not at war.

However if it's just some doofus from say, Mireland, who votes on a lark and the vote has no connection to his home country's policies it would not be fifth column behavior. Still a crime of course, but not as bad.
