Has the gentleman from Vermont considered that he will not be able to exempt himself and the rest of Congress from any no-warrant process they arrive at?

I ask that only because we all are aware that the Constitution is merely an irrelevant piece of paper.

According to a report from CNET, a DOJ lawyer told a Senate committee that if cops are required to get a search warrant to tap into email stored online, it could have an “adverse impact” on investigations. “Speed is essential,” he said. “If Congress slows down the process, this would have real-life consequences, particularly where human life is involved.”

Last I checked, that situation would be pretty much a textbook example of the "exigent circumstances" exception recognized in 4th Amendment cases.

The chairman of the committee, Sen. Patrick Leahy (D-Vt.), seemed sympathetic to the DOJ position, saying that requiring warrants every time a cop needs to get emails as part of an investigation could be burdensome on courts.

What burdensome? 

"Sorry to wake you, judgie.  Here, sign this warrant."

"OK." Takes rubber stamp out of desk, stamps signature, hands it back.  "What was it for?"

"Oh, don't worry about that.  Say, wouldn't it be less of a burden if you just gave us the rubber stamp?"
