The Legislatures create new "due processes" every day.
These new "due processes" are presumed to be constitutional until overturned by a Court of competent Jurisdiction.
The reason for that presumption is that the legislators have each taken an oath to abide by the highest law of the land. And defend it against all enemies, foreign and domestic. And not make new "due processes" which are contrary to that highest law of the land.
So they make a law that Rock Collections are illegal and can't be possessed.
This law is presumed to be constitutional since it was written and passed by the legislators, who took that oath.
So the enforcement agencies go around seizing Rock Collections.
Which is done under due process of the law.
See how due process works?
