I heard that Ebrahim Raisi had information that would lead to Hilary Clinton’s arrest and was leading a convoy of mercenaries under arms to Moscow to tell Putin about it.

The president is only one of many voices of influence on the Supreme Leader. If anything, the Assembly of Experts is likely most influential as they have final say on the appointment of the Supreme Leader.

The loss of one of those voices isn't going to change Iran's posture anytime soon.

Can a non-corporeal entity offer condolence?

I can understand an Ambassador or SecState saying something like "on behalf of the American People I express my heartfelt and sincere <insert emotion here>" but this isn't worded as a mechanism of plural-thru-individual proxying. 

The United States cannot offer condolence any more than Raytheon can sing Happy Birthday to someone.
