If the ATF and FBI don't keep records of background checks, how do they know who is a first timer buyer?

NSSF surveyed retailers for their opinion on how many of their customers were first time gun buyers, and multiplied that by the number of NICS's run.
.gov not involved in this estimate.

So divide that 5.4 by 2 = 2.7 million to allow for <ahem> "optimism."
Still impressive, though.

That number could be high or it could be low. Really no way to be sure.

Yeah, and I gotta laugh at the "peer reviewed" stuff.
