Multiple news stations here in Tulsa have done investigative reports on this the past 6 months or so. Just like anything else that is "free" it is going to be abused.

I've seen them all over Tulsa in all economic sectors. They are usually set up on a busy street corner under an awning with big banners saying "Free Phone!"
