You have to get a spark at the point where there is a mix of air and vapors.  You are not going to get that with a cell phone in your ear without some serious gas leak.  In the video, he had to bring an open flame right up to the nozzle.  The biggest danger with smoking to me is ashes falling near the nozzle or on the ground where gas may have spilled.

Most of the stations I've seen have overhead suppression systems. I don't know if they are automatic or manual activation.

The whole issue with phones is that they are not Explosion Proof. Its not likely to ignite gasoline vapors, though I wouldn't use one near hydrogen or acetylene. 
That being said, I recently proved that a hot engine is probably a much more likely source of ignition than any cell phone.

Given what I know about 'explosion proofing' I'd say that they effectively are though, even if nobody's sprung for the official testing.  The concern was about the type of ringer used in 1st generation portable phones inherited from desktop units that could, theoretically, spark.  Modern phones don't use that type of speaker system, removing the most likely spark source.

We are not allowed to take our cell phones into process areas at the chemical plant.  We are told the main sparking danger is if the phone is dropped and the battery pops out.  We actually do have an "explosion proof" phone for the operator to carry in the plant.  The main design difference seems to be a slightly tougher case and a screwed down battery case cover.

Yes.  Each airline has to apply to use the new rules, and then change it's policy.  Happened last week.  At least one airline has already adopted the new rules.

Small PEDs can be held and used from gate to gate.  Large PEDs, like laptops, must be stored for takeoff and landing.  Cell phones can be on, but must have the phone transmitter off (airplane mode).  Wifi and Bluetooth transmitters can be left on..

There's no problem with calculators in labs where I've worked. I've witnessed more than a few of them fall out of coat pockets into reactors or open head drums full of solvents.
