U.S. flagged boat with only one U.S. citizen aboard, with a small number of semi automatic small firearms of various calibers, traveling the East coast of the United States with some diversions into international waters. Firearms are consistent with federal law.

No anticipated contact with foreign soil or foreign nationals, while at sea.

Does the Gun Owner Protection Act fully apply as with the interstate transportation of firearms? What potential customs problems exists?
