Actually, it is bragging, because the truth of the statement has no bearing on whether a person is bragging.

Definition:
1: a pompous or boastful statement
2: arrogant talk or manner

Under definition two, it may not be considered arrogant if one can indeed perform the action specified.  It's a kinda grey area.
