Dolan said he did not speak with the family prior to the award ceremony, but he did speak with Hmong community leaders in north Minneapolis who were "mostly understanding."

There must be a great clause in the union contract to ensure that if you get shot at because you managed to do everything wrong you get some sort of medal even if the medal you get is not appropriate for what happened.
