MS provided blanket licenses to Russian opposition human rights groups after the Russian gov't was using the excuse of sw piracy of MS products to raid them and confiscate their computer assets after criticizing the Putin regime.
Yeah, it might just be damage control on MS's part, but it is objectively A Good Thing

to not let one's self be used as a tool of oppression.
Might give them time to migrate to Centos.
