Or is it another one of those bills you gamble on to pass by sheer chance, so you keep introducing it session after session? The US House is composed of 435 members. By sheer chance of some ignorant votes, sometimes the outcome will be only 217 votes in favor so it fails, sometimes 218 votes so it passes. "Yay! It passed!"
This one with the handguard provision reminds me of "the shoulder thing that goes up" debacle of Carolyn McCarthy (D-NY), where she didn't know what a "barrel shroud" was.

When you stop to think about it, it's surprising how laws can be passed or defeated by a few "random" ignorant legislators.*
Ms. McCarthy was very embarrassed about her introducing a bill where she did not understand at least one of its critical components.
You still hear remarks about "the shoulder thing that goes up," and if you were wondering about its genesis, that video clip will provide the answer.
