Prosecutors legally destroying people is a proven tactic also.

The video is pretty scary, but it would be scary to everyone including the people who may be using it.  I don't think they would deploy it unless there were defenses against it in place.  They showed it being used in a very public setting and maybe being more effective than it ought to be.  It also leaves pieces of drone behind.

That said, a tennis racket would be a decent defense assuming you didn't have multiple units attacking one person.  I would also think hats, helmets, or other head covers could be used that would be effective.  I can also see people wearing full on head covering to keep cameras from recognizing them along with vandalizing of outdoor cameras becoming common.
