I suggest that government/law enforcement are not industries - in fact just the opposite: some sort of anti-industry.

Then I guess there are private prisons 


I know that airlines are not the same as TSA, but they seem to be continuing the same sort of attitude these days.  They charge you extra for checked baggage and then get all pissed because everyone has the maximum allowed size/number of carry-ons
