Marginally, Illinois R's are primarily RINO's, at least the state establishment ones.

The state government is every bit as corrupt as the city so that is a problem also.

I'm not sure how many rugged individualists there are south of I-80. This whole state may very well be a loss in the cause of freedom. A lot of the folks who want to leave will gladly promote in their new homes the statist policies that the corrupt crony government here has implemented.

Actually quite a few (at least the many I know).  They hate Chicago with a passion.  Keep in mind that Quinn only won 3 out of 102 counties. 

But I do agree with Ron, since Thompson the RINO's in this state aren't much better.

I think WI and out-state IL need an action plan, that if the U.S. ever Balkanizes, we beg/borrow/steal an ex-USAF nuke from the missile fields of the Dakota Republic and take care of Chicago for the stability of the Midwest.

Indiana might be on board, if we convince them the fallout plume will mostly land on Gary.

If you've got a plan to do it, my only request is that you first evacuate any hot blonde female architects and/or CAD designers.  I don't know what degree she ended up with, nor am I sure she ended up in Chicago, but I'd hate to find out some day that she was just dropped in the lake with the garbage.
