This same guy and his behavior has gotten the no guns area extended to the sidewalk around the Federal Courthouse in Spokane instead of just in the building, ...

Under what legal authority? 18 USC 930 specifically prohibits possession of firearms "in" federal facilities, and it specifically defines a federal facility as

"(1) The term “Federal facility” means a building or part thereof owned or leased by the Federal Government, where Federal employees are regularly present for the purpose of performing their official duties." [emphasis added]

18 USC 930(f) is the cited law in the court order moving the weapons free zone to the sidewalk.
