This isn't hardball, this is politics as usual. If they were actually being serious about this they would have followed through with the warning of holding the offending parties in contempt of congress whose deadline was broached
two months ago when they failed to head a subpoena. The charade being putting on here strikes me as the Federal equivalent of pushing your peas about the dinner plate to give the illusion something substantive is actually occurring.
