I see nothing in there about compulsory service
Oh, they've learned. It won't be compulsary, you just won't be able to participate in normal society without it - just like Social Security (I don't have to get my baby daughter one, but then she won't be a tax deduction (costing me an extra $60,000 over 20 years), won't be able to get a normal job, can't get a bank account or investment, and will be hassled every time anything asks for an SSN). Starting gradually, a little "voluntary" service nets a few thousand $$$ in free college tuition ... becomes an expected part of any CV ... required for any federal benefits/services ... society shuns those who haven't ... get the point? Kinda like Canada's health care: you can get privately-paid care, but that terminates ANY involvement in the federal health system, both for you and the doctor.
Leftists have learned to work it as "yeah it's a free country, you're free to do it our way or be shunned totally".
