So GM/Obama will give you up to $7,500 to buy the Volt. Where's the $7,500 come from? And they only want to provide such incentives for plug-in electric vehicles.

A $7,500 "rebate" at the time of purchase would get me to buy a new hybrid/alternative fuel vehicle within financial reason. But not from GM. And not a dedicated electric.
Practically everything in manufacturer's line-ups is going to be available in hybrid/alternative fuel form soon enough. That's on top of dedicated hybrid models.
