It's unusual for the Bush Administration to hold anyone accountable for anything.  Maybe this is the start of a change in policy.  Too little too late.

Brown resigned.

The administration isn't apportioning blame.

I would have resigned after having been summarily replaced as ground commander.

Brit Hume just announced that the Mayor of New Orleans moved his wife and family to Dallas Texas.  I guess his wife said if this is the way your going to run a city I want out.
