Yes. There's a power cord attached to the airplane where the fire occurred. They do that so the plane doesn't have to keep engines or APU running at the gate. Yes, a breaker should have tripped.

That looked like the results of a compressor stall, something usually caused by some sort of disturbance to the airflow into the engine. They usually shut it down when that happens as it can be damaging to the engine.
