I don't think that's funny.  The highly-respected periodical, The Onion, has reported that Al-Qaeda is actively recruiting large-bossomed non-Middle-Eastern women for hijacking missions.

Okay, I'm having a slow day here (and maybe the fact that I've never had any experience with TSA is playing into it too)...

Could someone explain what the point of the picture is? What am I missing here?

TSA screeners have wide search and frisk authority.  Since their inception in the craziness following the September 11th attacks, TSA screeners have consistantly received criticism for their policies and abuse of their authority.  Reports abound of TSA agents singling out and groping attractive folks, especially pretty girls.
 
Oleg has recaptioned the old "Safe Place" logo, and with this new caption the image of an adult sheltering a small child in their arms takes on the appearance of one figure appearing to cup the chest of another figure.
