Negative COVID test required to enter US by air for everyone

Apparently this new CDC order applies to everyone regardless of nationality.

My question: How can the US refuse entry to US citizens?  Or is this just a case of denying boarding to an aircraft, not denying entry into the US?  Sort of a loophole.

Can the US deny entry to a US citizen and resident if that person has the proper legal documents for entry?

I don't think it works that way with the new vaccine.   Johnson & Johnson is coming out with a traditional vaccine that might  work like that.   I suppose they could give us a card saying we've been vaccinated so those faint of heart won't go all to pieces.

Yes you must be admitted.  But nowhere does it say you must be allowed to go where and when you were planning to.  You can easily  e admitted to a quarantine for testing.

In fact that link specifically points out that there is no limit to how long CBP can detain you.

So, yes a US citizen must be admitted.......eventually.
