Rice and the other secretaries Bush has appointed to State, Justice, and other departments have to many entrenched career beurocrats in the way of any reform.

Any others notice this. Even in state and city governments?

No I think the State and many other departments are filled to the rafters with the left thinking career people.

I say it is obvious the left circus operating in the gov never gets cleaned out. Only choice managers are ever replaced. Our next president I would hope could stand to restaff these departments.
