Title: What is a Byzantine Plot?

I know the general definitions of Byzantine as related to complex and secretive. The dictionary gives the definitions as:

5.  often byzantine
a. Of, relating to, or characterized by intrigue; scheming or devious:
b. Highly complicated; intricate and involved:

So is a Byzantine plot "a" or "b", or is it / can it be a combination of the two? I tried Googling, but got nowhere definitive.
