Seems they were delving deep into "some" candidates and their tax records. While the article doesn't mention whom the one target was/were, I'd bet money that his name begins with a R and ends with a o-m-n-e-y. Would you agree Mr Reid?

And Holder condoned the actions:
In a letter July 3, Mr. George [IRS inspector General] told Mr. Grassley that, of the four instances in which tax records were improperly accessed, three cases were determined to be “inadvertent.”
“In the fourth case, we presented evidence of a willful unauthorized access to the Department of Justice, but the case was declined for prosecution,” Mr. George wrote.
