Story update... It's a hoax.
Or a dud. Looking at the picture, I'd be real curious just WTF the intent was...and whether it's a distraction or the first step in trying to desensitize people in the area to bomb scares; plant enough fakes that people refuse to evac for them anymore, then bring on the real ones.
I'd also be looking at the main evac points pretty closely. Wouldn't be the first time someone figured out that for maximum body count, you cause a phony bomb scare while the real bomb is wherever the people will be gathered to wait for the all clear. Never could get my previous employer to change the bomb threat response to have separate rally points for each exit rather than the same, single, far-end-of-the-parking-lot point they'd been using for decades. That meant every potentially disgruntled former employee knew exactly where all the targets would be roughly five minutes after calling in a threat, and it was just about the least secure, hardest to search (because the lot was almost always 90+% full anyway; assuming a 20-30 meter danger radius would mean checking a couple dozen cars, and you just can't start bashing trunks open with a prybar for every bomb threat...nor would any sensible security-minded person not expect that the bomber would booby trap against just that.) place on the property. Add in that it was clearly visible from the road, so a command detonation could be even more effective - or just a rifle if he only wants a couple of people - and it was almost the worst bomb threat response plan you could have. (Short of handing out swords and having everyone kill each other to get it over with quicker.)
