"Welcome Back" from "Welcome Back, Carter" would work, what will all the old faces coming back into play.  Nothing says "change" like the same old Washington insiders and political elite.

I'd suggest the theme from the "Untouchables," but that had the Chicago mob losing, rather than riding into victory.
