Android phone issue

I have a Samsung A01, running android 11.

It can't seem to connect to local IP addresses.  Say I've got a webserver at 192.168.1.101.  Everything else on wifi can get there, but this phone can't.  Same for SSH using connectbot.  I can connect to things in the larger world.

The phone is on the local wifi network.
The services are up and available from every other device on the local network.

Is there some... feature?  I have to enable in order to get this phone to access things on the LAN?

Google searches have been fruitless, the signal to noise ratio is very low due to the plethora of people having various connectivity issues with their phones.

Do you have a terminal emulator installed on your phone?

If so, try pinging the local addresses
