These are maps of average rainfall for Texas.  Just pointing out that some areas got as much or more rain in one weekend as as they typically get all year.  Houston in Harris county so it was only 80% or more of the annual rain fall.

I do find it odd that the article only says they were "accused" and it went on to say they were sheltering people.  Sounds like the person writing the article has no idea what they are doing.  I will be curious to see if there is any follow up.
 
I think that is going to be a central theme for a lot of stuff I see going on regarding criticism of whichever villain of the day that is either "not doing enough" or "doing it wrong."  Most of the accusers don't seem to be doing anything except running their mouths about politics, shoes, and race.

Ayup.

Agree with them two guys above me. Should people just say "Woe is me" and hold their hands out for free stuff and wait for someone to take care of them? Seems to me not feeling sorry for themselves is what most Texans have already been dong. I've been quite impressed with most all involved in how this disaster was handled.
